Germany's value-added tax is called Mehrwertsteuer (MwSt.) or Umsatzsteuer and is governed by the Umsatzsteuergesetz (UStG). The standard rate is 19%, introduced in 2007. A reduced rate of 7% applies to essential goods and services. Germany was one of the first countries to introduce VAT in 1968, and its system is fully harmonized with EU VAT directives.

What Does the 7% Reduced VAT Rate Apply To?

The 7% reduced German VAT rate (ermäßigter Steuersatz) applies to: food and non-alcoholic beverages, books and newspapers, public transport tickets, cultural events and museum entry, short-term accommodation (hotel stays), agricultural products, and certain medical supplies. Always check the current UStG as temporary exemptions are sometimes granted (such as during COVID-19 when restaurant food was taxed at 7%).

VAT for Businesses and Freelancers

German businesses and freelancers with annual revenue above €22,000 must register for VAT (Umsatzsteuerpflicht) and file regular VAT returns (Umsatzsteuervoranmeldung) — monthly or quarterly via ELSTER. They collect VAT from customers (Umsatzsteuer) and can deduct input VAT paid on business expenses (Vorsteuer). The net amount goes to the Finanzamt. Kleinunternehmer (small businesses under €22,000) are exempt but cannot deduct input VAT.

How to Calculate VAT in Germany

To add 19% VAT: Gross = Net × 1.19. To remove 19% VAT from a gross price: Net = Gross ÷ 1.19. VAT amount = Gross − Net. For the 7% rate: multiply or divide by 1.07. German invoices (Rechnungen) must show the net amount, VAT rate, VAT amount, and gross total separately. The tax number (Steuernummer) or VAT ID (Umsatzsteuer-Identifikationsnummer / USt-IdNr.) must also appear on all business invoices.
